What are we seeing?
Among the indicators for individuals, four changes in the data raise concerns for civic wellness considerations, as follows:
Reports of poor physical health increased overall but declined among Black and Native Hawaiian or Pacific Islander (NHPI) populations. Poor mental health reports also rose overall, yet decreased among People of Color, Asian, Hispanic, and Native Hawaiian or Pacific Islander (NHPI) groups. Health concerns increased for all racial categories, except for people who are Black which decreased only slightly.
Incarceration rates increased overall from 57 in 2024 to 69 in 2025. Rates for American Indian and Alaska Native (AI/AN) individuals increased from 148 to 184, while rates for Black individuals decreased from 377 to 321 and rates for Asian individuals decreased from 88 to 46. Despite these changes, incarceration rates remained disproportionately high for Black and AI/AN populations, at approximately 4.4 times and 2.5 times the White incarceration rate, respectively.
The share of individuals with health insurance remained stable at 94.4% between 2023 and 2024. While coverage rates declined slightly for White residents, rates for American Indian and Alaska Native (AI/AN) residents increased slightly, and coverage remained relatively stable across other racial and ethnic groups.
The number of days with unhealthy air quality fluctuated from 2019 to 2025. Days decreased from 2020 to 2021, then increased from 2021 to 2022, followed by decreases from 2022 through 2025.

Why is this metric important? High rates of incarceration have negative effects on family stability, toxic stress levels, and have been shown to be connected with poor health outcomes for individuals.

Why is this metric important? Measuring the insured population shows the extent of access to medical care, as having coverage increases the likelihood of receiving timely treatment and preventive services, providing insight into individuals’ well-being.
